三 | 联动攀西经济区创新开发钒钛等战略资源，加强与川西北生态示范区新能源合作，协同川南经济区打造长江上游航运中心。　　二是使出关键招，全力推进五大强基。五大强基是乐山增强综合承载力的五条具体路径。市场主体培育方面，聚焦育强种子、苗子、林子“三梯队”，建立梯度培育库，推动企业法人单位、“四上”单位数量“双倍增”。县域经济壮大方面，坚持“抓强、提干、扶弱”，支持11个县（市、区）提升县域发展能级，力争培育地区生产总值600亿元以上的县（市、区）2个、300亿元以上的4个。资源产业协同方面，发挥天然气、矿产等资源优势，以资源育产业、以场景引项目、以平台聚企业，推动构建基于自身资源基础的产业链20条以上。产业赛道优化方面，推动化工、建材等传统产业存量变革，光伏储能、稀土新材料、核技术应用、人工智能等新兴产业增量崛起，氢能、生物制造等未来产业变量突破，构建起具有乐山特色、领先优势的现代产业体系。改革创新赋能方面，深化体制创新、科技创新，抓实财税金融、国资国企、要素市场化配置等重点领域改革，进一步破解制约高质量发展的堵点卡点。　　三是打好组合拳，着力强化支撑保障。

四 | 突出政策引领。今年以来，乐山市先后出台“开门红”20条和“稳增长”20条政策，将继续加强国省政策争取，做好增量政策储备，推动各类政策工具协同联聚、同向发力。夯实项目支撑。

五 | 目前，乐山已聚焦“六张网”等重点领域谋划储备项目2700余个、总投资1.6万亿元，将围绕“六个一批”强化全生命周期管理服务，把项目“含金量”转化为发展“实物量”。优化营商环境。深入推进“高效办成一件事”，深化政企沟通交流“月月见”“周周见”，为各类经营主体高质量发展保驾护航。
